Sputnik Armenia is a Russian state-affiliated news and information program broadcasting in Armenia. The program is founded by Rossiya Segodnya, established by Decree No. 894 of the President of the Russian Federation on December 9, 2013. The Russian Rossiya Segodnya international media group includes the RIA Novosti and Sputnik news agencies, Baltnews, and other outlets.


The program operates through the Rossiya Segodnya MTG branch registered in Armenia and is rebroadcast in Yerevan on the 106 FM frequency by Tospa Radio Company CJSC. The editorial office of Tospa Radio Company CJSC provides only technical rebroadcasting, while the Armenian branch of Rossiya Segodnya MTG is responsible for content.


According to Dmitry Pisarenko, director of the Rossiya Segodnya MTG branch, Sputnik Armenia broadcasts 18 hours daily out of a 24-hour schedule. Twelve hours consist of self-produced content in Armenian, with the remaining six hours featuring programs from Russian Sputnik radio. The other six hours are programs from Tospa Radio Company Editorial Office CJSC, which primarily consist of music.


On December 20, 2023, the Television and Radio Commission initiated two administrative proceedings and suspended the license of Tospa Radio Company Editorial Office CJSC for 30 days. According to the Commission's protocol, during the Friday with Tigran Keosayan program, hosted by Tigran Keosayan, the late husband of Margarita Simonyan, editor-in-chief of Rossiya Segodnya, the host referred to the Republic of Armenia and its people in mocking and derogatory terms, making assessments that the Commission determined a foreign political commentator did not have the moral right to make. The Commission also recorded that calls for action prohibited by law were made during the program.


The second administrative proceeding concerned opinions and allegations expressed during the Abovyan Time program, hosted by former Member of Parliament Arman Abovyan. According to the Commission, these statements not only did not correspond to reality but also appeared to cause panic among the Armenian public.


The Embassy of the Russian Federation in Armenia issued a statement expressing regret that the Commission's decision would affect the right of Armenian listeners to receive information from a source of their choice. On January 5, 2024, the President of the Commission received a delegation from Radio Sputnik. The broadcasting company subsequently sued the Commission, demanding that the decisions be declared invalid.


On January 23, 2024, the Commission decided to lift the suspension of Tospa's license. According to the Commission, the broadcasting company removed the Friday with Tigran Keosayan and Abovyan Time programs from the air.

The founder and owner of the "Sputnik Armenia" listening program is "Rossia Segodnya", established by clause 3 of Decree No. 894 of the President of the Russian Federation dated 09.12.2013, through the "Rossia Segodnya" MTG branch registered in Armenia. However the programme is broadcast on the licence held by Tospa LLC, a company registered in Armenia and owned wholly by Vardan Toghanyan, former Armenian Ambassador to Russia.

Voting RightsAccording to the charter of the Rossiya Segodnya MTG branch, management is carried out by the head of the branch appointed by the agency. The head of the branch is accountable to the agency's management bodies and is responsible for the consequences of his actions in accordance with the laws of the Russian Federation and the concluded agreement.

    Dmitry Pisarenko was born in Yerevan. He previously worked for the A1+ TV channel, from where he was sent to Nagorno-Karabakh in February 1993 to cover the war. At the age of 30, he was appointed head of the North Caucasus bureau of the Russian NTV television company. In one of his interviews, he mentioned that during his years as head of the bureau, he spent a long time in Chechnya (a republic within the Russian Federation). In a conversation with the research team, he stated that he returned to Armenia in 2015 and, since then has been heading the Armenian branch of the Rossiya Segodnya International Media Group.

  • Dmitry Kiselyov

    Dmitry Kiselyov is a Russian journalist and broadcaster. He currently serves as the Director General of Russia’s international media group “Rossiya Segodnya.” Kiselyov began his journalistic career in 1975 at the Novosti Press Agency. Over the years, he worked for the international broadcasting division of the Soviet State Television and Radio Company, including editorial offices in Norway and Poland, and has led television programs in both Russian and Ukrainian media.

    He is best known as the host of “Vesti Nedeli” (“News of the Week”) on the Rossiya 1 television channel, where he delivers weekly political analyses in line with the Kremlin’s positions. In 2013, by decree of the President of Russia, Kiselyov was appointed head of Rossiya Segodnya.

    International media often describe him as one of the key figures in Kremlin propaganda. The European Union has included him in its sanctions list for publicly endorsing the illegal annexation of Crimea.

    Margarita Simonyan is one of the most prominent figures in the Russian media sector. She is of Armenian descent and was born in Russia. Simonyan is currently the editor-in-chief of the international media group “Rossiya Segodnya.” Under her leadership, the international news agency Sputnik was also established. In 2005, at the age of 25, she was appointed editor-in-chief of the newly launched English-language television channel “Russia Today.”

    These media platforms are funded by the Kremlin and have been characterized by international media outlets as key instruments for disseminating Russian state propaganda abroad. International press reports have documented Simonyan's close ties with senior Kremlin officials, particularly Alexey Gromov, First Deputy Chief of Staff of the Presidential Administration of Russia.

    In 2022, Margarita Simonyan stated that the Armenian government had barred her and Russian State Duma deputy Konstantin Zatulin from entering Armenia. Simonyan has publicly criticized the current Armenian authorities, especially with regard to foreign policy.

Sputnik Armenia Radio does not have a separate website or dedicated page. In addition to traditional radio broadcasting, the program can be accessed online through the Sputnik Armenia media outlet at https://am.sputniknews.ru/broadcasts/live/. The online platform lists the media outlet's address and contact information, as well as the name and contact details of the producer of the Sputnik Multimedia Press Centre in Yerevan. However, the website does not list the radio's editor.

The director of the Rossiya Segodnya branch in Armenia answered several questions orally from Media Ownership Monitor but did not respond to an official written request. The radio did not provide annual financial reports, information on the number of employees, or other requested data
