Quartet Media CJSC (also known as Qaryak Media) was founded in February 2019 by four prominent political figures, all former Members of the National Assembly from the Republican Party of Armenia: Mihran Hakobyan, Karen Bekaryan, Samvel Farmanyan, and Arman Saghatelyan.


The company acquired three media properties: Tert Am LLC (operating the Tert.am online news platform), ArmNews CJSC (broadcasting the ArmNews TV channel), and Radio 107 FM LLC (operating as Lav Radio/ArmNews FM). These outlets had previously belonged to the PanArmenian media holding, which was linked to Mikayel Minasyan, son-in-law of Armenia's third president, Serzh Sargsyan.


From its inception, Quartet Media maintained a marked opposition stance, actively criticizing the policies of Prime Minister Nikol Pashinyan and his government.


In 2022, after approximately three years of operation across television, radio, and online news sectors, Quartet Media announced it was ceasing operations. The operating license for ArmNews TV was subsequently terminated, while ArmNews FM and Tert.am declared their intention to continue independently.


Financial difficulties persisted: in January 2025, the broadcast license for Radio 107 FM was also terminated. Tert.am continues to operate (including its Tert.am Life and Tert.am Medicine sections), though with reduced activity compared to previous years.


Despite the company's announced cessation of operations and Aram Antinyan's stated proposal to acquire ownership of Tert.am and Radio 107 FM, the State Register of Legal Entities continues to list Quartet Media CJSC as the 100% owner of both companies.


The State Revenue Committee (SRC) lists Quartet Media CJSC as bankrupt. However, the legal status remains unresolved. In July 2024, the Arins Capital contractual non-public interval investment fund, managed by Arins Management LLC, petitioned the Bankruptcy Court to declare Quartet Media CJSC bankrupt. On August 9, 2024, the Bankruptcy Court satisfied the application and declared the company bankrupt.


Quartet Media CJSC appealed this ruling. The appeal was successful: the Bankruptcy Court's decision was annulled and the case was remanded to the lower court for reexamination. As of September 2025, the bankruptcy case remains pending before the Court of Cassation, with no final ruling issued.

  • Mihran Hakobyan

    Mihran Hakobyan is a co-founder of Quartet Media CJSC. Born on July 15, 1984, in Yerevan, he holds a Candidate of Historical Sciences degree and specializes in international affairs.

    Hakobyan began his media career as a correspondent for the newspapers Yerkir and 168 Zham (2003-2005), later transitioning to television production. He served as producer for the Zham news program at Armenia TV Company (2014-2015) and director of news and political programs for Ararat TV Company (2015-2017).

    Politically active since 2011, Hakobyan joined the Republican Party of Armenia (RPA) council and served as assistant to Prime Minister Tigran Sargsyan (2011-2014). In 2017, he was elected to the National Assembly on the RPA national electoral list.

    In January 2019, Hakobyan left the RPA and co-founded Quartet Media CJSC with Samvel Farmanyan, Arman Saghatelyan, and Karen Bekaryan, acquiring media properties previously part of the PanArmenian holding.

    Following the 2018 government change, Hakobyan faced two criminal prosecutions as an opposition figure. In December 2020, he was charged with publicly justifying violence after referencing the Ceaușescu family execution during an interview; this case was terminated after six months due to lack of corpus delicti. A second prosecution related to his participation in a November 2020 assembly during martial law was also terminated in February 2022 for the same reason.

  • Arman Saghatelyan

    Arman Saghatelyan is a co-founder of Quartet Media CJSC. Born on August 26, 1975, in Yerevan, he holds a Candidate of Political Sciences degree.

    Saghatelyan began his media career in 1991 as co-author and presenter of the Gorts program on Armenian National Television. After military service (1997-1999), he worked at the Ministry of Defense as a propaganda and public relations specialist (2000-2010) and hosted the ministry's Zinuzh program.

    From 2003-2004, he served as public relations consultant and later department head for the Hayastan All-Armenian Fund. He then worked as an advisor at the Public Relations and Information Center under President Serzh Sargsyan's office (2010-2011), where his uncle, Ara Saghatelyan, served as director.

    Saghatelyan held senior positions in media organizations, including director of ArmRadio FM 107 (2011-2013) and Deputy General Director of PanArmenian Media Group (2012-2013). He served as Press Secretary to President Serzh Sargsyan (2013-2015) and Director of Public Radio of Armenia (2015-2016).

    In 2017, he was elected as a non-partisan deputy to the National Assembly on the Republican Party of Armenia electoral list.

    In January 2019, Saghatelyan co-founded Quartet Media CJSC with Mihran Hakobyan, Samvel Farmanyan, and Karen Bekaryan, acquiring media properties previously part of the PanArmenian holding.

  • Samvel Farmanyan

    Samvel Farmanyan is a co-founder of Quartet Media CJSC. Born on February 17, 1978, in Spandaryan village, Shirak Province, he holds a Candidate of Historical Sciences degree.

    From 2003-2005, Farmanyan coordinated the Civil Society and Mass Media programs at the Armenian branch of the Open Society Institute Assistance Foundation. He then served as advisor to the Speaker of the National Assembly on foreign policy (2005-2006) before joining President Serzh Sargsyan's administration as a referent and later Press Secretary (2008).

    From 2010-2012, he directed news and analytical programs for Armenia's Public Television and Public Radio Companies.

    Farmanyan joined the Republican Party of Armenia (RPA) in 2012, becoming a member of its Executive Body in 2016. He served as a Member of Parliament in both the 5th (2012-2017) and 6th (2017-2018) convocations of the National Assembly, sitting on the Foreign Relations Committee. He headed the Armenian delegation to the Armenia-EU Parliamentary Cooperation Committee and served in delegations to PACE, EuroNest, and other inter-parliamentary bodies.

    Following the 2018 government change, Farmanyan adopted an opposition stance, criticizing Prime Minister Nikol Pashinyan's policies. In January 2019, he left the RPA and co-founded Quartet Media CJSC with Mihran Hakobyan, Arman Saghatelyan, and Karen Bekaryan, acquiring media properties previously part of the PanArmenian holding.

    Farmanyan has taught at Yerevan State University's History Faculty and the American University of Armenia (AUA), ending his AUA cooperation in August 2025, which he attributed to political pressure.

  • Karen Bekaryan

    Karen Bekaryan is a co-founder of Quartet Media CJSC. Born on March 2, 1970, in Yerevan, he holds a Candidate of Sciences degree in Physics and Mathematics.

    Bekaryan began his career in state service, working at the Ministry of Internal Affairs Passport and Visa Department (1993-1999) before serving as an expert on the National Assembly's Standing Committee on Foreign Relations (1999-2010). He was also a member of the Government Commission of Experts on Migration and Refugee Issues (2001-2002).

    He entered the media sector in 2003, authoring and hosting international analytical programs including Yerkragund and European Diary (Yerkir Media TV), Hayatsk Ashkharhin (Yerevan TV), and Realpolitik (Public Television). He served as director of the Armedia Information and Analytical Agency (2006-2010), Deputy Director of News, Political, and Analytical Programs at Public Radio of Armenia (2010-2011), and advisor to the director of the Public Relations and Information Center under the President's office (2011-2015).

    Bekaryan taught at the Russian-Armenian State University, French University in Armenia, and Yerevan State University. He chaired the European Integration NGO (2002-2018) and served on the Public Council of Armenia (2009-2015).

    He was elected to the National Assembly twice (2015-2017 and 2017-2018) on the Republican Party of Armenia electoral list, serving as a non-partisan member of the RPA faction on the Foreign Relations Committee.

    In January 2019, Bekaryan co-founded Quartet Media CJSC with Mihran Hakobyan, Samvel Farmanyan, and Arman Saghatelyan, acquiring media properties previously part of the PanArmenian holding. According to the Declaration of Ultimate Beneficial Owners, he withdrew from the company in 2025, transferring his 25% stake to Mihran Hakobyan.

    In February 2021, Bekaryan was charged with inciting national enmity and violating martial law regulations related to alleged involvement in managing a fake social media account that criticized authorities during the 44-day war. He was detained but released three days later.

  • Mikayel Minasyan

    Mikael Minasyan is the son-in-law of Armenia's third President, Serzh Sargsyan. He held several positions: Consul of San Marino in Armenia (2005-2013), Assistant to the Prime Minister (2007-2008), First Deputy Chief of Staff of the President (2008-2012), Ambassador to the Vatican (2013-2018), and concurrently Ambassador to Portugal (2017-2018).

    Media reports from 2010 indicated that Gerald Cafesjian's 50% stake in Armenia TV passed to Minasyan. From approximately 2010 to 2019, Armenia TV operated as part of Panarmenian Media Group, which included Armenia TV, A-TV, ArmNews, Panarmenian TV (USA), websites tert.am and blognews.am, and radio stations Radio Jan and Lav Radio. Media reports identified Minasyan as the real owner of this media group, though he was never listed as the legal owner in official registries.

    Following anti-government protests in April 2018 that led to Serzh Sargsyan's resignation as Prime Minister, Minasyan was recalled from his ambassadorial post and left Armenia. Criminal charges for money laundering were filed against him. He has published video messages from abroad criticizing current authorities.

    In 2019, Panarmenian Media Group ceased operations. The announcement stated that 100% of Armenia TV shares belonged to Artur Janibekyan's family. According to the State Register of Legal Entities, Robert Hovhannisyan (Janibekyan's brother-in-law) has been the registered owner since 2018.

"Quartet Media" CJSC announced in 2022 that it was ceasing operations, yet as of September 2025, it remains the 100% owner of "Tert Am" LLC and "Radio 107 FM" LLC, which are part of its structure.

Furthermore, a change occurred in the 2025 declaration of ultimate beneficial owners (UBO) of "Quartet Media" CJSC: Karen Bekaryan withdrew from the company, transferring his 25% share to Mihran Hakobyan.

Although the State Revenue Committee (SRC) of the Republic of Armenia indicates that "Quartet Media" CJSC is a bankrupt company, the bankruptcy case is currently before the Court of Cassation, and no final ruling has yet been made.

We contacted Aram Antinyan, the director of "Tert Am" LLC, to clarify these questions, but we did not receive a response.
