Mihran Hakobyan is a co-founder and majority shareholder of Quartet Media CJSC, which operates the Tert.am news website. He holds 50% of the company's shares. Born on July 15, 1984, in Yerevan, he is an international affairs specialist and holds a Candidate of Historical Sciences degree.

Hakobyan's media career began in his youth: from 2003-2005, he worked as a correspondent for the newspapers Yerkir and 168 Zham. He then transitioned to television production, serving as producer for the Zham news program at Armenia TV Company (2014-2015) and director of news and political programs for Ararat TV Company (2015-2017).

He began active political work in 2011, joining the council of the Republican Party of Armenia (RPA). From 2011-2014, he served as assistant to Prime Minister Tigran Sargsyan. In 2017, Hakobyan was elected as a deputy to the 6th convocation of the National Assembly on the RPA national electoral list.

In January 2019, he left the RPA and co-founded Quartet Media CJSC with Samvel Farmanyan, Arman Saghatelyan, and Karen Bekaryan. The company acquired Tert Am LLC, ArmNews CJSC, and Radio 107 FM LLC, which had previously been part of the PanArmenian media holding associated with Mikayel Minasyan, son-in-law of Armenia's third president, Serzh Sargsyan.

Following the 2018 government change, Hakobyan became an opposition figure and faced two criminal prosecutions. In December 2020, he was charged with publicly justifying violence after citing the execution of Romanian President Nicolae Ceaușescu's family as a historical example during an interview. This prosecution was terminated after approximately six months due to lack of corpus delicti. A second prosecution was initiated related to his participation in a November 19, 2020 assembly at the intersection of Baghramyan Avenue and Demirchyan Street, which allegedly violated martial law restrictions on assemblies. This case was also terminated in February 2022 due to absence of corpus delicti.
